Have you checked:
http://www.gov.ns.ca/tourism.htm
At which you will see links to both Federal and Provincial Parks, ie.,
http://parks.gov.ns.ca/ where you can select high speed or modem access and check from there.
BTW if you google, esp. via www.google.ca, & select 'pages from Canada' for the name of the province followed by the word tourism, you should get the provincial government tourism site. So, all I did was google 'nova scotia tourism' and follow the links from there.
I have not stayed at any campgrounds really close to Baddeck. I just happen to like Whycogomagh for a whole bunch of reasons: the provincial campground and trails nearby, Rod's One Stop for gas (it's less than anywhere else in Cape Breton), & Farmer's Daughter which has fresh veg. and other interesting stuff.
& I, I took the road less travelled by.

I can't answer your question directly, but if it helps, we stayed a Mira River Provincial Park near Sydney and then moved to Cheticamp campground in Cape Breton Highlands National Park. Mira River was very nice, clean, and not very busy at all. Most nights there were only 2-3 other campers in our loop.
While at MRPP we visited Fortress Louisbourg; highly recommended. We visited the Miner's Museum in Glace Bay, also excellent. http://www.minersmuseum.com/

We used the KOA in Baddeck several years ago as a base to explore from. We aren't particularly "KOA" people but found it to be exceptionally clean, well run and the folks very friendly - a pleasant surprise. There are some good (read bad) hills on the Cabot Trail and I don't regret leaving the trailer in Baddeck.

The Baddeck KOA which we have stayed at and enjoyed is now a non KOA campground and if anything is a better place. Follow this link for further details.

We stayed there in the summer of 2002 for a couple of nights. The RV sites were terraced but not sure of the tent area. It is usually a busy campground (I believe). It was clean and well-run when we were there.
