Here is the pinout for the 7427 ECM. The fuel pump relay is pin F6

Link to all of the pinouts:

So even if the pump is not running, you can monitor the pin and see if it changes state when the ignition is turned on or when you are cranking.

The oil pressure switch that turns on the fuel pump when there is pressure is known to fail on GM boat engines. I had to change the one on my 4.3. With the boat engines the wires to the switch can be jumped with a paper clip. It should be the same switch. Mine was located at the left rear of the block above the pan.
If there was a problem with the ECM it would not run on starting fluid.

It dosen't have the GM pass key anti theft system does it? This system has to recognize the correct key or it won't fire the injectors. Used on many trucks and cars but I don't know about MH's.

I would change the fuel pump relay from all you have done.

Just because you have fuel pressure doesn't mean that you have enough fuel pressure. You need to check the pressure with a gauge when you first turn the key on.The pressure must be within factory specs or it simply will not start. This should be the very next thing you do as it sounds like you have already done the basics. You know the engine will fire if you add fuel, you can verify the pump circuits are functioning, but you don't know the pressure. If the pressure is within specs, the next check will be the computer which drives the injectors.

Hey RON and the rest of the gang. Man what a day. Starting to get cold here in the south. Expecting some snow here tonite. I ran a little heater to the mh this morning and went to work.
OK Gang Here goes---I bought a circuit tester today and checked the fuse box under the dash pod. All circuts are good and all fuses are good.
Hey Clay, I have printed out the manual. It has helped me a lot. I purchased a new distributer cap and rotor button and had the module checked under the cap and it checked good.
Hey Daveinet, sorry to confuse you---oeekeedoekey here goes-- When i unplug the wiring to the fuel pump at the top of the fuel tank and put 12 volts to the fuel pump side with a battery the fuel pump delivers fuel thru the pump, filter all the way to the throttle body. When i reconnect the wiring at the fuel pump and turn on the key the fuel pump runs a couple of seconds, but no fuel to the throttle boby.
Now the progress report-- Still no start with new battery, distruber cap and rotor button.
Thanks to the chilton manual, i printed out the fuel relay. I have a new fuel relay in hand, but yet not found it. I know the colors of the wiring that goes to the relay,BUT a problen?? There are two relays under under the dash pod that this relay will fit. Neither is the right one according to the wiring.
Thanks Gang for staying with me, tired-- going to get me a homemade burger, fries and big old dill pickle,(canned myself) See YA'LL in the morning. GOD BLESS

Just my 2 cents and I don't mean to further confuse you, but if the engine started with ether (starting fluid), then why do anything with the ignition system, meaning the distributor cap, battery etc? Everything points to a fuel delivery problem.
My advice is worth exactly what you paid for it.
