No trailer brakes

A friend of mine is renting a pop-up camper for our annual trip to Steamboat Lake from Denver. The route will go over I-70 at the Eisenhower Tunnel and Rabbit Ears Pass on US 40. He rented a Fleetwood Sequoia Highwall camper for that weekend. The trailer is equipped with electric brakes but the rental place told him he would not need brakes with this unit since his 2010 Honda Pilot does not have a brake controller. They say people rent it all the time and don't utilize the brakes. This seems like extremely bad advise to me. What are thoughts on this forum? I believe this camper is close to 3000# empty. This weight combined with the short wheelbase Pilot should warrant a brake controller in mountainous terrain. Am I wrong? 94Chalet
