UPDATE II:
It worked at 3600 feet and 86 degree heat. It bogged at startup, but got the AC unit spun up. The unit did not cycle, and it was doing alright in eco mode. My generator-loathing friend sitting in the shade of his Class A didn't find it too objectionable, but we both agreed silence was way better.
If a FantasticFan is moving hot air out of an enclosure and the air being drawn in is cooler, thermodynamics loosely calls that "cooling." You can't make cold, instead you can only remove heat.
If the humidity is low, 0.8 gal/hr misters connected to a garden sprayer can drop the temperature in the area about 15-20 degrees.

I agree. You can make the inside temp the same as the outside temp. Depending on where the air inlets or exhaust are, you may even benefit from the wind chill.
