smoke either from cigarettes, cigars or fire damage can be eliminated ENTIRELY by the use of an ozonator..

go to URL http://www.mccanna.ws/documents/tiffin.doc and read the response for formaldehyde removal. It is the same. With that said the staining will still remain such as in fabrics and headliners but the odor will be gone.

If your brother is the type of person that becomes ill from an odor, there is probably nothing that can be done. A reasonably cleaned and aired out vehicle should present no lingering problem physically for most folks--if the "problem" is psychological, you cannot remove the odors he thinks are present. Might have to sell the unit.

ozone-iator will work but it will ruin anything that has rubber in it, especially air mattresses.

Formaldehyde will definitely do it. Got that info from a mortician.

Although ozone will attack rubber this will not happen on a one case/time basis it takes years. Residential style ozonators do NOT put out enough ozone to do any harm even over long periods.
