Bummer for your buddy. If it is a 24V they need to check to see if the electric lift pump is working. Its easy with a tool box fuel pressure gauge. If it works then they need to crack as many injectors as they can get to. I think I have easy access to 3 on my '01. It'll start rough (gotta shut down to tighten the injectors) but smooth out in no time. Ether can do some real damage. It says not to use it right on, or next to, the air filter housing.

This is a dangerous action that will get someone seriously injured or killed!!!! PLEASE DO NOT DO IT!!!! the line pressure can run up over 20,000psi and will cut right through anything it touches!!!!

This is not true on the older ISB engine, 2002 and older use the mechanical injectors that run at low pressure.
If the truck is a 24 valve(98.5) it could have a in-tank pump. Dodge did a warranty retrofit on the 98.5 to 2002 trucks as the Carter lift pumps on the engine block are not so good. The retrofit was an in-tank unit that isn't much better.

Actually it`s 98.5 that run at the lower psi. I don`t remember the exact number though. and the TSB for the intank pump eliminates the "electric" pump on the side of the fuel filter housing. either way becareful when messing around with any diesel motor! especially if you have no training on one.

I suggest he purchase a repair manual for the year 1998 from Dodge or Cummings .Also the filter canister should be filled by the action of the lift pump.There are two plugs on top of the filter by cracking them and then pumping by the lift pump air will bubble out of the filter housing then tighten .Try to state while pedel is to the floor with out pumping it .I still no start air must be Bled out of the lines by just cracking the lines on at a time 2,3,4, and agian turning over the eng while using the starter .A rag should be placed over the nut to contain the spray of diesel .Its a two person operation .You should find the detailed information in the owners manual for the year 98 .As other member said he should look into the TDR for Dodge owners new or Old . Well My friend called AAA and he has free towing so he is going to ahve it taken either to a Dodge dealer or if we can find a Cummins dealler, it will go there.
I'll let you all know what we find out.

Then the lift pump has been moved to the tank.
