as a long time surfer, i've actually rescued children that were allowed by parents/adults to be in ocean conditions that were not safe. if there's no lifeguard, children shouldn't be allowed to be anywhere near the water.
it's incredible how ignorant people can be when it comes to beach/ocean activities.
kind of like those you see in Yellowstone trying to walk up to bears or buffalo or elk, to get close-up pictures.
but as to your OP, the previous places mentioned are about the only ones i can think of that sound like what you're talking about.
Thanks for pointing that out! As a life long surfer myself, people who go in the water, or let their children go in or near it when they have no clue how the currents are flowing are just ignorant and the results are a shame!
Not sure of the name or if it is still there but, just south of the OR border on Hwy 101 was a pull off. Probably 100' between the hwy and the ocean. Seems I read somewhere that it was going to be made into a state park. It was a nice stopping point, no traffic after dark to speak of so the only sound was the waves. Probably been 8-10 years ago.
Not in California, but just a few miles north of the border in Brookings, Oregon. This was the view out the front window of our motorhome at the Beachfront RV Park.

If this is the same one it is a State Park but was closed to overnighting in 04.
Doran beach is in Bodega, beautiful setting, ocean on one side bay on the other, Some people cannot deal with the fog horn/whistle that sounds every eleven to fifteen seconds. But is is a very nice campground,no hook ups but has a dump station and fresh water.
Bodega dunes is also a really nice setting, not as close to the ocean although the Dunes is more protected from the wind.
Have stayed at Wrights and have also witnessed three kids get swept away, was a thanksgiving camp trip my kids have never forgotten!! As you enter the camp ground there is a sign that has a tally of deaths from the surf,,,,, But on the flip side,,,, you can feel the surf pounding at night!!
