I asked the potential seller to start it up. It took a new battery (it was electric start), and once the generator started, the muffler glowed red-hot, and fire came from the exhaust. I know this is a dumb question, but would this thing be salvageable in any way, shape or form? The guy owning it was ready to give it to me, if I wanted the carcass. I'm sure it will take a bit more than a can of Seafoam to get this thing into serviceable condition, but if it could be fixed fairly cheaply, I'd probably convert it into a tri-fuel generator and have it ready for disasters. If the thing needs a valve job, I'm going to move on, even if it becomes a freebie. I don't have the time/tools/money to crack open the crankcase to deal with a stuck exhaust valve or have someone do that for me. If there was anything seriously wrong it would have been a bear to start. Seen a lot of mistuned gensets do exactly as you describe.
