Every year this question is asked and it's worth repeating, cuz you just never know! Here's my $0.02:
Holding the plastic piece flat...Top of it we'll call North, bottom we'll call South.
Tent rope through the top hole (North to South)
Then through the second hole (South to North)
Then the rope goes around the stake
Then through the third hole(South to North)
Tie a knot after going through the third hole
Pull the slack through using the piece of rope between hole 1 and 2.
Done! See it's that easy!
When you pound down your tent stakes, take a hammer, not a rock like a caveman. Don't put your stakes straight in at 90 degrees to the tent. An angle of 60% is good with the tip of the stake under the tent area. Good luck!
I've no house in the city, just a camping tent in the wild.

Good info.
Best 10 bucks I ever spent on camping gear.
I have a set of these on our 2 man tent for stormy weather. One great thing about them is that they're not always in a loop, so it's easy to wrap the line around a small tree or some other anchor when you're on rocky soil that makes pounding stakes in difficult or impossible.
I also have a set attached to the corners of an ultralight 5x8 tarp. If I'm out hiking and a storm comes up, I can set up the tarp in under a minute and have a place to duck out of the rain for a while if I need to.

I agree with ITguy, I love NiteEyez fasteners. Of course, they replace a device that only costs about a nickel to make, a simple tab with two round ends and one end is a hook, one is drilled out. Just try finding them - I've even searched fastener specialists to get these and it's just easier to spend 10X the money and get the NitEyez.
