I live near Hartford, CT and receive my locals on a triple LNB via the 119 sat. I recently travelled to Rhode Island (Ashaway) and when I set up the dish, I got 98% on the 101(a) and 97% on the 110(c), but I got 0% on the 119(b) satellite. Is this area not served by a spot beam? I played with the tilt but still got nothing. I usually set up with the 101(a) bird, verify signal on the 119(c) and the 110(b) has no choice except to be lined up. Did I do something wrong or was this a result of our particular location?

If you can pick up the NASA channel, you're getting 119 okay. The question may not be whether the area is served by a spot beam, but whether it is served by the same spot beam you receive at home.
The whole idea of spot beams is that they only reach a small geographical area (i.e. small "footprint"). This allows those same transponder frequencies to be re-used on other spotbeams to service other parts of the country with THEIR locals. If your locals are on a spot beam, and you move out of the area served by that particular spot beam, you won't be able to receive your locals.

What channel is the NASA channel?
When I use the aiming menu, I didn't get any signal on 119 but the 101 and 110 sats were almost 100% (97 & 98) I guess my question is the spot beam nationwide or are there pockets where I won't get a signal on 119? I am fairly new to the aiming game (at least with the triple LNB) and I want to make sure I'm doing this right.

Spot beams are not nationwide. They cover a geographic region each and generally overlap each other to some degree but they do not cover the whole USA. It is possible you are in an area that does not have spot beam coverage.
Also, even if you are not subscribed to programming on a spot beam you should still get a signal reading when you aim your dish.

Ok, let's try this again.
All of your basic DirecTV programming comes from satellites at the 101 position, using very broad beams that cover the entire Continental US (CONUS). Locals are mostly carried on much narrower "spot" beams that are focused on only limited areas of the country. Sort of like the difference between a flood light and a narrow flashlight beam. Some of these spot beams are located at 101, but most of the recent additions have gone on at 119.
So when you tune to one of your local Hartford stations, your receiver "knows" which transponder signal it needs to tune that station in, and which station signal to take from that transponder. If you're in your Hartford home area, you're within your spot beam and you can pick up the signal fine. If you've moved far enough away from home, you'll move out of the narrow "flashlight" beam that carries your locals and you can no longer receive them. But your location will still be "painted" by the broad CONUS beams, so you'll still be able to get the rest of your satellite programming. You may in fact now be in an area served by one or more other spot beams, but since they don't carry YOUR locals, they won't do you any good - you aren't authorized to receive/decode the signals on these other spot beams.

makaiguy pretty well summed it up.
One thing I would add is that you can change your transponder via the setup menu in order to test for signal on the 119 bird. Just flip through transponders after you're aimed at the other two and you'll find one that hits on 119.
Unless you're still in your own 'spot beam' you won't get your locals nor the locals for the area you're in. DTV is conforming to a federal law that went into affect a couple years ago regulating broadcast TV retransmission.

I am due to get locals next April. I know that most locals are delivered via spot beam but some are delivered via national beam. How can I find out which will be the case in my location? Or, is this a mute point with the recent launch of the new bird at 101 deg. location?
